2015 Recognition & Awards 

Each year at our Annual Meeting, the Kansas Home Care Association likes to recognize some of the special people in the home care and hospice industry.  On September 24, 2015, at the Holiday Inn Hotel & Convention Center in Lawrence, Kansas, KHCA Executive Director, Jane Kelly, presented our 2015 awards as follows:  

  • Physician of the Year
Dr. Wayne Wallace Jr., Medical Director, Atchison Hospital Home Health & Hospice, Atchison, KS

This award honors a physician or nurse practitioner who excels in providing and utilizing home care, and who advocates for home care within the health care system.  
A portion of his nomination reads: “Dr. Wallace has experienced over 40 years of health care and it's many changes. When he began his practice it was beside his father when the art of medicine looked much different then present. Dr. Wallace has worked in numerous areas of medicine over his career which has helped shape his views on Homecare and specifically Hospice. He has worked in Private Practice, Substance abuse, Anesthesiology, Workman's Compensation, Business Health and Homecare. He is a natural educator with Co-workers, students, families and patients. He advocates strongly for patients to receive excellent care, good pain control and peace as they leave this life behind. As nurses we know Dr. Wallace will always answer the phone any time day and night and do so willingly and kindly to solve an issue for a patient. He will make home visits whenever asked. I've had to argue with him that he cannot be available to the agency while lying in a hospital bed as a patient himself! We know at Atchison Hospital Homecare that Dr. Wallace is a "one in a million", we would like for everyone at KHCA to know as well. ”   

  • Legislator of the Year
Representative Barbara Ballard, KS House of Representatives, 44th District

This award honors an individual who serves in the KS state legislature or represents KS in the US Congress and who has demonstrated consistent leadership on legislative initiatives that advance and support the home health care industry and who has demonstrated active involvement with constituent agencies.  
A portion of her nomination reads:  "Representative Barbara Ballard serves the 44th district in the Kansas House of Representatives, a position she's held for more than 20 years. Barbara's legislative leadership roles include Democratic Caucus Chair, the House Appropriations Committee, and the House Committee on Social Services Budget. She is a staunch advocate for community-based services, and was appointed to the Joint Committee on Home- and Community-Based Services (HCBS) and KanCare Oversight in 2013. That committee is charged with overseeing HCBS services for the elderly and disabled and effective implementation of KanCare. Despite her many obligations, Representative Ballard creates opportunities to learn from her constituents, including home-and community-based service agencies. Prior to the beginning of each legislative session, Barbara facilitates “hearings” for agencies to meet with local legislators to share and discuss issues and concerns for legislative attention. In addition to access through other forums, I've had the privilege of meeting with Representative Ballard (and others) twice to share the impact of KanCare implementation to our agency, both administratively and financially. Given her advocacy position, I've shared with her I always feel as though I'm “preaching to the choir,” to which she responded with the most delightful anecdote! As a member of her church choir, Barbara reminded me, “The choir is always present; don't ever stop preaching to the choir, they will always be available to you!” It is so true of Representative Ballard that her choir membership is enduring, and despite the many challenges facing Kansas legislators today, she remains a positive influence for change."

  • Retirees – Any employee or owner of a KHCA member home health or hospice agency who has retired or will be retiring from the industry in 2015.   

Dawn Cope, Certified Home Health Aide, Douglas County Visiting Nurses, Lawrence, KS

  • Years of Service – Any employee of a home health or hospice agency who in 2015 has reached a 5-year increment of service of 20 years or more (20, 25, 30, etc.) in the home health or hospice industry.
